It just turns the compiled program (app) into a human readable language.
If your're talking about a photo editing application for your computer then I'd recommend Gimp. It's free and easy to use. If you don't mind using your money then Photoshop would be another choice (I found it more difficult and wasting more time to figure my way around it ROFL)I also used MS Paint for a while... lol
